this is cbs morning news for wednesday, may 15th, 2013. good morning. good to be with you. i'm ann marie green. we begin with the irs controversy targeting of conservative groups. pinning the blame on irs management in washington and federal investigators are looking into the possibility that there were criminal violations. susan mcginnis is in washington with more on this. good morning, susan. >> ann marie, good morning. inspector general report found that the targeting went on for a year and a half, that it did not initiate here in washington but this was where there was a top supervisor for the irs who did not adequately supervise those workers responsible for it, even after learning about the misconduct. a report from the treasury department's inspector general blames ineffective management

for the unfair targeting of political conservative groups and says the agency allowed inappropriate criteria to be developed and stay in place for more than 18 months, causing substantial delays for tea party groups applying for tax exempt status. while the irs originally blames the action on low-level employees in its cincinnati office, this report singles out supervisors in washington, d.c. who oversaw the workers there. president obama issued the statement, calling the report's findings intolerable and inexcusable. earlier, attorney general eric holder launched a justice department investigation. >> we are examining the facts to see if there were criminal violations. >> reporter: lawmakers are also conducting their own investigations. many are furious that acting irs commissioner steven miller failed to reveal the misconduct on several occasions. >> in a letter and before the committee said it was not happening. now not only do we find out not

only was it happening but it was happening for several years and he knew about it before he came before the committee and tenned it. >> i don't have a comment for that, but thank you, guys. >> reporter: refused to answer reporters questions following a closed-door meeting on capitol hill thursday. he will tell lawmakers his side of the story friday when he testifies before the ways and means committee. the president has ordered the treasury secretary to implement recommendations to improve oversight. >> thank you. sure to be asked about another obama administration controversy, the justice department's secret examination of ap phone records. holder says he had nothing to do with that decision but defended the action. bob orr reports. >> reporter: that investigation is aimed at finding who inside the government leaked c eed clad

information. collected phone logs for 20 telephone lines used by more than 100 reporters and editors. they also subpoenaed and seized several cell phone records. they cover april and may 2012 when the wire service was reporting a series of stories about an al qaeda affiliate in yemen. may 7th, 2012, the ap detailed a disrupted terror plot to attack a u.s. airliner using an upgraded underwear bomb. quote, with a sophisticated new design around the one-year anniversary of the killing of osama bin laden. government officials complained that that story revealed classified information, compromised counterterrorism operations. today attorney general eric holder went even further. >> it put the american people at risk and that is not hyperbole. it put the american people at risk. and trying to determine who was responsible for that, i think, required very aggressive action.

>> reporter: the ap protested that action with a letter to holder, calling the seizure of phone records a massive and unprecedented intrusion by the department of justice into the news-gathering activities of the associated press. officials insist that the list of phone calls to and from ap reporters were subpoenaed as a last step. tens of thousands of documents and 150 interviews, one of the people was attorney general hour's flight. the u.s. would not need

permission from other countries to use their bases. for the second time in as many weeks, a member of the armed services signed to a sexual assault prevention program is under investigation for sexual misconduct. unnamed army sergeant at ft. hood, texas, is accused of pandering sexual abuse and assault. air force officer who headed a sexual assault prevention program was arrested on charges he groped a woman. 26,000 military members may have been sexually assaulted in 2012. jodi arias is scheduled to return to a phoenix courtroom today. arias was convicted of first-degree murder for killing her ex-boyfriend. and convicted philadelphia abortion doctor will not be facing the death penalty. gozmel was convicted of killing three babies born alive in his

clinic. he agreed yesterday to a post verdict plea deal that will keep him behind bars for life without the possibility of parole. >> they made it available to us. i discussed it with my client. as you saw today, he agreed to that. so it's -- you know, each side gives up something. they give up the ability to seek the death penalty and we give up our right to appeal. >> sentenced in in two of the deaths yesterday and today will be sentenced in the third and in the overdose death of a patient. o.j. simpson is scheduled to testify in a las vegas court today. he he wants a new trial on his armed robbery and kidnapping conviction. the former football star claims he was misrepresented at the original trial. coming up on the morning news, a touch of royalty. prince harry hits the boardwalk in new jersey for a ilding afte superstorm sandy. this is the "cbs morning news." torm sandy. this is "cbs morning news."

a wildfire is burning in a remote area of northwest wisconsin. fire firefighters from wisconsin to minnesota are trying to contain it. it burned more than 10 square miles so far, forced 150 people to evacuate and destroyed several homes. no reports of injuries, though. prince harry visited two jersey shore towns hit hard by sandy. preparing for the busy season still recovering from disaster. from our affiliate station, kyw, this report. >> reporter: prince harry redefined seaside heights, if only for a day. best known for the jersey shore reality show. hundreds gathered on the boardwalk to catch a glimpse of royalty. >> amazing. so personable. >> such an honor to have him here.

>> reporter: the prince visited the pier destroyed by sandy six months ago. now the boardwalk and pier are nearly ready for summer. >> american spirit coming together and making things right. it's fantastic. >> reporter: tuesday afternoon crews started tearing down the jet star roller coaster, one of the iconic images of super storm sandy after it fell into the ocean. with international news organizations in town, the mayor says the prince's publicity is priceless. >> to get this kind of eyes on seaside heights and the jersey shore as a whole, let them know that we're repaired, we're okay, come on down for memorial day weekend couldn't happen at a better time. >> reporter: earlier in the day he stopped to see one of the hardest hit areas down the shore. all 520 homes were either damaged or destroyed. the prince's visit brought hope to a place where many say they feel forgotten. >> it's still like a big problem. a lot of these people don't have homes so i think it's cool he

running the internet company. paige lost his voice a year ago. on his google plus profile, he says a cold he suffered 14 years ago, he says, paralyzed his left vocal cord and another cold damaged the right vocal cord making it difficult for him to speak. the 40-year-old says he is still fully able to do all he needs at work. microsoft is releasing an update to windows 8 following criticism of its radical new interface. it will release 8.1 next month. software company has not said whether the popular start menu button will return. and airline fees have soared to new heights with the industry raking in $6 billion from the add-ons last year. fees airlines collected to check your bag were the most ever in 2012. american, delta, united and us airways also recently raised reservation change fees for

here is a look at today's forecast in some cities around the country. washington, d.c., partly sunny today. mostly sunny in atlanta. thunderstorms in the afternoon in st. louis. denver, partly sunny. and seattle, cloudy. doctors say the months long series of operations angelina jolie underwent for her double mastectomy resulted in a dramatically improved cosmetic end result. surgeons first separated her nipples from tissue underneath, leaving them connected to the skin for blood supply. weeks later, they performed the double mastectomy. over the next nine weeks,

temporary fillers were inserted and filled with fluid before jolie underwent breast reconstruction. now jolie decided to have the surgery because she inherited a mutated gene, making her far more likely to develop breast cancer and ovarian cancer. we explain the options for women at risk. >> reporter: this woman found out she carries the braca gene. >> my mother is a three-time breast cancer survivor. her first incident was in her early 30s. so we knew i had a very high chance of developing breast cancer myself. >> reporter: the average woman has a 12% risk of developing breast cancer at some point in their lives. women who inherit the breast cancer gene mutation have a more than 60% increased risk for the disease. how do you feel? >> i feel incredible. >> reporter: like angelina jolie, torres chose to have a double mastectomy to lower her cancer risk. the mother of two also had her ovaries taken out.

>> i did this for myself. i did it for my family. i did it so my children would have a mother. >> reporter: doctors recommend the brca gene test for women who have a personal or family history of cancer. aggressive screening, but lenox hill dr. stephanie says it gives the best chance to lower your risk. >> the decision for surgery in some women are extremely easy. they come in, know exactly what they want to do and have no regrets. in other women, they have a hard time. >> reporter: torres waited ten years before having the test done. >> i didn't want to know. and i think waiting as long as i did was the biggest mistake i made. >> reporter: she doesn't want other high-risk women to put it off as long as she did. federal officials are recommending a lower blood alcohol level to reduce drunken driving accidents. ntsb wants states to reduce the blood alcohol limit for drivers

this morning, the kremlin is commenting for the first time on the arrest of a u.s. diplomat accused of being a spy for the cia. ryan fogel allegedly was trying to recruit a russian security official. a spokesman for the russian president calls the incident regrettable. he was found with two wigs, a knife, a compass and $13,000 in cash. he has been ordered to leave russia. back in this country, spring is prime time for 38 million bird watchers. for one group in michigan, it's more than just a simple hobby. dean reynolds reports. >> reporter: the white canes would seem to be an unusual accessory for a group of bird watchers. >> ooh, i heard a cardinal.
